The expectations that Sony will unveil the specifications of a new console, or at least the shape of the new PS4 console have been a growing rumor ever since it emerged that the company was going to stop making the iconic PlayStation 2 console. At the same time, the releases by Nintendo of its new Wii U and the anticipated of the next-gen Xbox, there seems to be a growing likelihood for a Playstation release.

History is also on the side of a new console in the mix, as Sony has used meetings in New York to show off prototypes and details in the past. In January of 2011 it displayed its new hand-held model called the PS Vita. The handheld console, however, has been seeing its share of trouble, with a sales slowdown and being generally outdone by the Nintendo versions of hand-helds, along with other handheld devices such as the Apple iPod Touch.

It appears to be the perfect storm to prompt a new system release, and that is exactly what many fans and longtime users are expecting.

Armstrong Will Not be Invited to the Tour's 100th Anniversary Celebration reports Invitation Box

As part of the festitivites, all the riders who managed to finish the Tour de France have been invited for the final day, with a total of invites measuring over 4,000. Nearly 500 former riders are expected to be at the finish line on the Champs-Elysees.

When asked if Armstrong would receive an invite, the Tour race director Christian Prudhomme looked stern in his response and stated, "That seems to me to be out of place now."

Armstrong has been stripped of his seven Tour titles, and banned from all cycling for life, following the U.S. Anti-Doping Agency report that showed the cyclist to be a serial cheat, as well as a ringleader of a widespread cheating effort.

Following years of denial, Armstrong finally confessed to the doping during an interview with Oprah Winfrey.

"No one could have imagined that he would publicly confess after years of denials, and denials that were firm and sometimes violent," Prudhomme said after a presentation for the 2014 Tour, which starts from the English city of Leeds. "No one could have imagined that, even a few weeks ago. I can't say more now because I don't know exactly what he will say, but it's obviously something striking."

Armstrong was the main talking point of the race when he was consistently winning from 1999-2005. When he unexpectedly came out of retirement to race in 2009 and 2010, his support was strong.

"For us, Armstrong is already the past, he doesn't have the seven titles anymore," Prudhomme said. "What you have to understand is the mechanism (behind the doping)."

Regarding Armstrong's confession on Oprah, L'Equipe wrote The Night of the Liar. "After more than 10 years of lies, should we believe everything that Lance Armstrong will say (Thursday) night on American television?" L'Equipe wrote.

In Light of Autism Awareness Month, Charlotte Estate Planning Attorney Discusses Three Steps Parents Should Take Immediately

Yet despite the observance, attorney Winters warns that many parents of special needs children are still in the dark as to three key planning steps designed to protect their child if the unthinkable happens.

According to AutismSpeaks.com, the disorder affects one in 110 children in the United States, with boys being four times more likely than girls to be diagnosed on the spectrum. The prevalence of autism has also increased 57 percent from 2002 to 2006, thus prompting the Centers for Disease Control and Prevention to refer to autism as a "national public health crisis".

Yet while autism awareness is at an all time high, Charlotte attorney Winters warns that many parents are still in the dark as to how to make sure their child is physically and financially cared for if and when death or incapacity occurs.

"Parents with special needs children have a tremendous amount on their plates already," admits Winters. "But, what is often overlooked by parents are plans for when the parent becomes ill themselves or passes away. A special needs child needs must be managed in a certain way. Long-term care plans must be address as soon as a diagnosis is made."

While Winters does admit that the options for long-term care planning are broad and depend on the needs of the child, she explains that parents can simplify the process by starting with these three key planning steps:

1.Name Guardians- Winters urges parents to immediately name guardians who can oversee their child's care if something unexpectedly happens to them. Without such designations in place, the child could end up in a lengthy custody battle if the unthinkable happens. Winters advises parents to think outside the box and focus on finding someone whose love and dedication to the child closely resemble their own. Finally, parents should give copies of their designations to the guardians themselves, as well as the child's school, babysitters and even the neighbors so everyone knows exactly who to call if a crisis strikes.

2. Set up a Special Needs Trust- A special needs trust is a legal tool that ensures a disabled child's health care and living needs are taken care of if something happens to the mother or father. Winters explains that while many parents have good intentions of leaving their child life insurance benefits or other assets in a will or trust if they pass, leaving a child an inheritance outright could void their eligibility for Social Security or Medicaid in the future (which is often the only health care option available.) Instead, a trust helps to ensure that the child receives such financial benefits without actually having assets in their name - thus leaving all government benefits intact.

3.Build a Team of Support- According to Winters, it's never too early to begin building a team of trusted caregivers and advisors who can immediately step in and help the child if a crisis occurs. Such team members may include the childs legal guardians, a trusted doctor, financial advisor, estate planning attorney and dedicated family or friends. Building such a team now also helps to ensure you have the right people in place, as opposed to someone who will prey upon your child's disability in an emergency.

"Fortunately, by starting with these three key steps, parents will make tremendous progress in ensuring their child is physically and financially cared for in their absence."
